Question:  What are cut out dimensions? 

Answer:     Cut outs are not needed. This is not a False ceiling lamp. You have to fix the lamp directly on the ceiling, with screws after drilling.

Answer:     No it's not

Answer:     External, but it is not visible once the fitting is installed
